Issue and Prospects of COP 16
 
Agreement on Post- 2010 system has an uncertain prospect

Despite the complete failure on COP15, there is a predominated view which COP16 agreement was also uncertain from earlier this year. Because the Bali Road Map (Bali action plan)’s negotiation time limit was already passed and the tension for making an agreement before deadline has collapsed and developed countries and developing countries has still stood at very different standpoint. What was worse, some countries present their negative views on COP16 and announce a statement with purpose of holding the debate time until COP17
 
High possibility of extending Kyoto-protocol
 
Even if agreement had been competed in COP16, this new system needs several years more to take effect. It is because the new system must be ratified by each country’s congress. Post-2012 system needs more than at least 3years to come in effect, if negotiation time for implementing details and each county’s ratification are considered. In this case, there is time gap between 1st reduction period and 2nd reduction period. That is why Parties seriously consider Kyoto-protocol’s extension to avoid this gap.

Unification of negotiation track and introduction of new system so-called ‘differentiation and graduation’ are worthy of notice
 
Unification of negotiation track has been demanded by developed counties for a long time as a beforehand work for impose reduction obligation to developing countries. Especially, high GHG emission counties such as China and India and some advanced developing countries such as South Korea and Mexico.
Now, the negotiation progressed with 2 tracks which AWG-LCA, (Ad Hoc Working Group on Long-term Cooperative Action) and AWG-KP(Ad Hoc Working Group on Further Commitments for Annex 1 Parties under the Kyoto Protocol). In this situation, developed countries worry that this system is basically impossible to extend Annex 1 counties which have a mandatory emission reduction. In the other hands, developing countries have stand positively against on this developed countries’ concern because this intention is shifting these developed countries’ responsibility in developing countries and all other world. 

Meanwhile, there are several suggestions of reclassification of Annex 1 countries could be one of the main issues such as ‘differentiation and graduation’ system which suggested by mainly U.S.A. ‘Differentiation and Graduation’ is that if developing countries attain a certain standard of mitigation and adaptation than it should move into Annex 1 countries. Developed countries worry to use ‘Differentiation and Graduation’ system for lightening developed countries load for reducing GHG and developing countries are in situation where they cannot demand all developing countries to obligated GHG reduction.

 We think the advanced developing countries such as Korea should take a part in obligated reduction in any way. But we are also against the shift climate responsibilities to developing countries lead by developed countries. In terms of this we have a great interest in this issue.

Listen to the people’s voice!
(Postscript : G20 people’s conference)
Last Nov.11-12, there was G20 Summit in Seoul. And there also was People’s conference against G20. As a place for people’s voice gathering, participant came from many other countries which they represent Labors, Farmers, Women, and Environment.

Someone said “G20 is same as criminals gathering to decide the sentence of themselves”. Global economy crisis is based on continuous indiscriminate finance extension. We already experienced in 2008. There was a huge finance crisis caused by sub-prime in U.S.A and this one country’s crisis affected all the worlds’. If this world system is not to change, there still are many potential risks. In this situation, many world leaders gather for sustainable market and capital extension named with “development” which is ironical. And the concept that only few countries’ leaders can make a great solution for all problems is more deceptive.

Real solutions are always coming out from people’s mouth. That is why we have to listen to the people’s voice. But host of G20, Korea government, oppressed people’s voice. Several activists who have been invited to Korea civil society was rejected from issuing their visa with no specific reason and some other activist from the Philippines had been deported although they’ve got a Visa.
 
When the people’s voice was stopped, the leaders were locked up in a small meeting room to only think about their own countries’ benefits. They never care about real global problem such as climate change, hardships of life, unemployment etc. Moreover at the same time Korea – U.S.A FTA negotiation was preceded. And they have negotiated on reduce environmental regulation level on cars. This is the clear example of rhetoric. Most countries say that they should tackled climate change and they will do whatever they can do. But actually, climate is just a negotiation card for developing and economic growth. This is antinomy behaviors which make people not to believe them.

Now is time for people to stand up! We realize we should get together more tightly.
From now on, there are many international conferences. We should make effort for the world to have them listen to people’s real voice

1_ preparing for participating COP 16 
 -> ECPU is attending COP16. Cancun from 29th Nov ~ 11th Dec
ECPI will mainly participate on just transition issue with trade unions and climate justice issue.

2_ G20 People’s conference
 -> There was G20 people’s conference last 8th Nov ~ 11th
    As part of session, Environmental NGO and ECPI hold ‘Climate crisis and civil societies’ strategy’ workshop.
  In this workshop, Nicola Bullard (Coordinator Climate Justice Campaign, Focus on the Global South ), Alejandro Villamar (Activist, OWINFS, Mexico)and other activist share their opinion and visions.

3_ Environmental NGO Meeting
 -> Environmental NGO and ECPI hold a meeting title with ‘Climate crisis and advanced developing counties role and responsibility’
 In this meeting two activists from Japan Nicola ( Focus on the Global South ) has participated


4_ Strategy Forum for Trade Union’s action for COP16 and just transition’
Korean Confederation of Trade Union, Korea Federation of Trade Union and ECPI open the forum
In this forum, we discus how to approach the Climate issue with labors’ perspective and prepare COP16
