유럽에서 가장 높은 경제성장률을 기록하며 금융강국을 꿈꾸던 아이슬란드는 미국발 서브프라임 금융위기로 시작된 전세계 경제 위기로 국가붕괴로까지 이어지며 첫 희생양이 되었습니다.


 


아래 번역된 기사는 대중 시위와 그에 뒤이은 연정의 붕괴 등 최근 아이슬란드 정치세력간의 구도변화 등을 잘 소개하고 있습니다.


 


특히, 관심을 끄는 것은 기후변화에 급진적 대책을 내놓고 있는 생태사회주의 계열의 Left Green Movement(http://www.vg.is)의 부상과 이어 이들이 중도좌파 임시연정에 참여하였다는 점입니다.

심각한 경제위기속에 계속된 대중시위가 아이슬란드 연립정부의 붕괴로 마무리됐다. 게어 하르데(Geir Haarde) 총리는 1 23일 내각 총사퇴와 함께 총리직을 사임하였다.


 


아이슬란드 활동가인 에어쿠르 베르그만은 영국 일간지 가디언 인터넷판에서 (최근 아이슬란드에서 금융위기와 그에 대응한 국민들의 시위, 그리고 그에 이은 정부의 몰락이) “‘혁명이라는 단어로 표현하기엔 약간 과장된 면이 있지만, 아이슬란드 정치가 조용한 점을 고려하면 현재 보여지는 사건들은 최소한 정치활동(political activism)에서 혁명이다.”라고 언급하였다.


 


반정부 시위가 급증하자, 우익 독립당(Independence Party)의 당수인 하르데 총리는 연정 파트너인 사회민주연맹(Social Democratic Alliance, 줄여서 SDA)이 내놓은 제안 - 현재의 연정 구도를 그대로 유지하면서 자신들이 새로운 총리를 선택하겠다 - 을 거절했다.


 


1 29일 새로운 연립정부가 구성되어 아이슬란드 사회부장관이자 SDA 당원인 요한나 시거다도터는 2009 5월에 있을 총선 전까지 국가임시수반 역할을 담당한다. 세계 정치지도자중 처음으로 동성애자임을 공개적으로 밝힌 시거다도터는 SDA와 좌파녹색운동당(Left-Green Movement, 줄여서 LGM)을 포함한 중도좌파 연정의 임시 리더로 지명되었다.


 


LGM에 대한 지지율의 상승은 경제위기로 촉발된 기존 체제에 대한 광범위한 반대 정서에 대한 폭발적 반응의 결과다.


 


2007년 선거에서 LGM 14.3%의 지지를 획득해 국회에서 9석을 차지하였다.


 


현재 여론조사에서 여타 정당보다 높은 32.6%의 지지를 받고 있다.


 


1999년 창당한 LGM은 환경보호, 평등과 사회정의, 공정하고 부유한 경제, 그리고 독립적인 외교정책, 4가지 원칙하에 좌파운동과 환경운동을 하나의 정당운동으로 결합하는 것을 목적으로 하고 있다.


 


이들은 반정부 시위자들을 지지하였으며 아이슬란드가 유럽연합에 가입하는 것에 반대하고 최근에는 IMF로부터 21억 미국달러에 이르는 구제금융 조치에 대해 재협상을 할 것을 지지하고 있다.


 


덴마크 코펜하겐에 본부를 둔 Danske 은행의 수석애널리스트인 27세 라르 크리스텐센은, LGM이 아이슬란드 최대 정당이 되는 것에 대한 비즈니스세계의 두려움을 다음과 같은 말로 표현하였다. “새로운 정부는 대중추수적이고 시장개입적인 정부가 정부가 될것이라는 사실이 (시장에) 가장 중요한 위험 요인이다.”



작년 10월 아이슬란드 금융분야의 파산은 현재 모든 주요 은행들이 국가 통제에 놓이게 될 것을 의미한다.


 


아이슬란드에서 이런 갑작스러운 붕괴 원인을 가디언지 2009 1 26일자 기사에서는 다음과 같이 설명하고 있다.


 


아이슬란드가 상대적으로 높은 이자율 정책을 펼쳤고 따라서 투자자들이 일본 엔화를 차입하여 아이슬란드 채권을 사들였다.”



돈이 아이슬란드로 밀려들어왔고 가장 큰 은행들이 1200억 미국달러에 이르는 돈을 국제시장에서 차입했다. 이는 아이슬란드 GDP 6배에 해당한다. 이것은 소위 헤지펀드와 관련된 레버리지 효과-돈을 빌려 자기자본이익율을 높이는 것-로 이 위험한 놀이를 위해 돈을 빌린 것이다.”


 


그 돈들이 다른 유럽 경제에서 재순환되었고 아이슬란드 투자자들이 영국 상업지구(the high street)의 많은 부분을 성장시켰다. 이는 모두 경제거품이 계속 팽창할 동안에는 그럭저럭 괜찮았다.”


금융 붕괴로 인해 아이슬란드는 엔 캐리 트레이드 ? 초저리의 일본 엔화를 빌려와서 금리가 높은 나라에 투자하여 이득을 보려는 헤지펀드의 대표적 기법 - 로 알려진 신속한 부흥 계획은 끝이 났다. 앞으로 아이슬란드는 국민들이 수십 년간 아무런 희망 없이 피폐한 삶을 살게 될 빚더미를 떠안게 되었다.”라고 가디언지의 래리 엘리엇은 말했다.


 


아이슬란드는 경제 전체가 붕괴되는 것을 방지하기 위해 67억 미국 달러를 빌렸다. 그러나 위기는 아이슬란드 사람들에게 심각한 충격이었다.


 


2008 9월엔 0%에 가까웠던 실업률이 요동치기 시작했다. 최근에 그 수치는 7% 이상이다. 금년 아이슬란드 경제는 전년에 비해 9.6% 축소할 것이라고 예측되고 있다. 인플레이션은 현재 18%에 이른다.


 


위기는 훨씬 악화될 가능성을 갖고 있다. 아일랜드 타임즈 (The Irish Times) 2009 1 26일자에 의하면, 아이슬란드 가계의 40%, 사업 부문의 70%에 이르는 부분이 법적 파산 상태이다.


 


연정붕괴와 새로운 총선 소집에 대한 요구는 항의 시위가 승리했음을 보여주는 증거라고 여겨진다. 시위대의 중요한 두 가지 주요 요구 사항은 하르데 총리의 사임과 새로운 총선에 대한 요구였다.

스노리 하욱손은 Scotsman 과의 인터뷰에서 다음과 같이 말하였다. “우리는 매우 행복하고 오늘 낙관적이다. 내가 생각하기에 사람들이 이 축제를 즐길 만 하지만 동시에 앞으로 시련의 시기가 올 것이라는 것과 아직 우리의 요구가 모두 충족되지 않았다는 것을 명확히 이해하고 있다.”


 


16주에 걸친 장기간 시위 후에 승리가 왔다. 시위 최고조기에 참여 숫자는 (아이슬란드) 수도 레이캬비크에서 1만명에 이르렀다. 아이슬란드 인구가 총 32만명이라는 것에 대비하면 굉장한 참석자수이다.

Iceland: Protests bring down government

Ongoing mass demonstrations in response to a severe economic crisis has led to the collapse of the Icelandic government. Prime Minister Geir Haarde resigned on January 23 along with the whole government cabinet.


Icelandic activist Eirkur Bergmann commented on the website of the British Guardian: “The word ‘revolution’ might sound a bit of an overstatement, but given the calm temperament that usually prevails in Icelandic politics, the unfolding events represent, at the very least, a revolution in political activism.”

With the anti-government revolt growing, Haarde, leader of the right wing Independence Party, refused an offer from its coalition partner, the Social Democratic Alliance (SDA), to keep the coalition intact on the condition that they would choose a new prime minister.

By January 29, a new governing coalition had formed and Iceland’s social affairs minister, the SDA’s Johanna Sigurdardottir, was announced as the country’s interim leader until new elections are held in May.

Sigurdardottir, who will be the world’s first openly gay leader, has been installed as head of an interim centre-left coalition which includes the SDA and the Left-Green Movement (LGM).

Support for the LGM has surged in response to the widespread anti-establishment sentiment unleashed by the economic crisis.

In the 2007 elections, the LGM received 14.3% of the vote and won 9 seats in parliament.

Currently it is polling 32.6%, higher than any other political party.

The LGM was formed in 1999, aiming to unite left-wing and green movements into one party based on four principles: conservation of the environment; equality and social justice; fair and prosperous economy; and an independent foreign policy.

The party supported the anti-government protests, opposes Icelandic entry into the European Union and supports renegotiating of the terms of a recent US$2.1 billion loan from the International Monetary Fund.

According to the January 27

, Lars Christensen, chief analyst at Danske Bank in Copenhagen, outlined the fears of many in the business world about the LGM becoming Iceland’s largest party: “There’s a considerable risk that a new government will be populist and interventionist.”

The collapse of the Icelandic finance sector in October last year has meant all major banks in Iceland are now under state control.

A January 26
Guardian
article outlined the reasons for the sharp collapse in Iceland: “Iceland had relatively high interest rates, so investors borrowed heavily in Japanese yen and bought Icelandic bonds.

“Money flooded into Iceland and its big banks borrowed $120 billion on the international markets ? six times the size of the country’s GDP. This is the sort of leverage normally associated with hedge funds, which borrow money for their speculative plays.

“The money was recycled into other European economies, including Britain where Icelandic investors bought up large parts of the high street, and all was well while the bubble continued to inflate.

“The financial crash has put paid to Iceland’s get rich quick scheme ? known as the yen carry trade ? and left Iceland saddled with debts it has no hope of paying without impoverishing its people for decades to come”, said the
Guardian’s
Larry Elliot.

Iceland has borrowed a total of $6.7 billion to prevent its whole economy form melting down. But the crisis is having a severe impact on the people of Iceland.

Unemployment, which was almost zero in September, has begun to spiral. Latest figures indicate it is now above 7%. This year the Iceland’s economy is predicted to contract by 9.6%. Inflation has now hit 18%.

The crisis has the potential to become much worse. The
Irish Times
reported on January 26 that 40% of Icelandic households, and up to 70% of businesses, are technically bankrupt.

The collapse of the government and the calling of new elections has been claimed as a victory for the protest movement. Two major demands of the protests were for the resignation of Haarde and for new elections to be called.

A January 27 article in the
Scotsman
reported: “Jubilant protesters honked horns and banged pots and pans outside Iceland’s parliament after the news the government had fallen.”

“We are very happy and optimistic today”, playwright Snorri Hauksson told the
Scotsman
. “I think the public deserves a celebration but, of course, we realise that there are troubled times ahead and not all our demands have been met.”

The victory came after a 16 week long campaign. At its height, the demonstrations reached up to 10,000 in the capital Reykjavik ? a sizeable turnout for a country with a population of just 320,000.

Iceland’s conservative government is the first to fall as a result of the global economic crisis. It sets an example to working people around the world ? unpopular governments can be brought down by mass protest movements.
